  • When you have an idea for a project ELVN Build helps you explore the possibilities. We walk you through prospective properties, identify key attributes that align (or don’t) with your vision, and generate high-level ballpark estimates to gauge feasibility.

    If you decide to move forward, we connect you with the right technical partners to transform your concept into a more tangible plan. We also provide early-stage construction pricing to test project viability, giving you confidence before committing.


  • ELVN Build acts as your Construction Manager (CM) or Administrator (CA) , serving as your on-site advocate and overseeing all aspects of the project from bidding and permitting to construction completion. We ensure that your vision, budget, and schedule are protected throughout the build.

    As your CM/CA, we:

    • Select and manage contractors, or work with your preferred teams.

    • Oversee trades, subcontractors, and vendors to ensure quality and timely execution.

    • Monitor budgets, schedules, and compliance with design intent.

    • Serve as your single point of contact, translating technical details and facilitating decisions.

    • Apply our core values — collaboration, connection, and commitment — to every stage of the construction process.

  • To execute construction effectively, we strategically partner with trusted contractors, most notably Oak & Pen General Contracting, ensuring the project benefits from strong field execution while we maintain oversight of design coordination, budgeting, scheduling and overall project delivery.

MEET THE OWNER

Eric Heinowitz-Levin — From New York City to Wheeling, West Virginia

Eric is an experienced engineer and construction manager whose career began in shipbuilding before transitioning to construction. He has managed new build, rehabilitation, commercial and residential projects nationwide. Prior to founding ELVN Build, he focused on developing properties in New York City and the Ohio Valley, emphasizing early planning, strategic coordination, and building strong teams to ensure project success.

With nearly a decade in project management, Eric discovered a passion for creating spaces that elevate the lives of those who interact with them. Growing up in a household influenced by both engineering and artistry, he developed a deep appreciation for well-designed, intentional environments.

Through professional experience, Eric refined his approach to construction management as a relationship and collaboration-driven process, where most technical challenges are overcome through clear communication and unwavering commitment to the client’s vision.

Eric’s methods are grounded in the fundamentals of his engineering background and formal education from Stevens Institute of Technology. Enriched by professional lessons and his dedication to craftsmanship he ensures that his projects not only meet objectives but also leave a lasting, positive impact on owners and communities.
